Understanding the Building Safety Levy in HE Estates
NWUPC were pleased to invite members to a webinar exploring the new Building Safety Levy. We were joined by guest speaker Richard Vaughan of Weightmans to talk about the new levy and its potential implications for Higher Education estates, development projects, and procurement activities. Richard is a construction law expert and Partner at Weightmans LLP who frequently advises on the impact of the Building Safety Act 2022 and the upcoming Building Safety Levy. The Building Safety Levy is a new tax on residential developments in England, due to come into force on the 1st October 2026. While primarily introduced to support building safety remediation, the levy is expected to have wider implications for organisations undertaking estate development and capital projects.
The webinar provided an overview of the new levy and explored:
- What the Building Safety Levy is and why it is being introduced
- When the levy will apply and how charges will be calculated
- The potential impact on development viability and project costs
- Key considerations for procurement and estates professionals
- The relationship between the levy and building control processes
- Accessing reduced rates for developments on previously developed land
- Practical and commercial challenges institutions may face as the levy is implemented
This session provided valuable insight for procurement professionals, estates teams, and anyone involved in planning, delivering or managing construction and development projects within Higher Education.
