New UK Import Rules: Safety and Security Declarations Required for EU Goods from January 2025

Starting 31st January 2025, all goods imported from the European Union (EU) to Great Britain must be accompanied by a safety and security declaration, also known as an Entry Summary Declaration (ENS), according to an announcement by HM Revenue & Customs (HMRC). This requirement marks a significant shift in post-Brexit trade regulations and aims to enhance border security while aligning with existing requirements for non-EU imports.

The new regulations mean that businesses importing goods from the EU must submit ENS filings before arrival in Great Britain, a procedure that was not previously mandated for EU shipments. The ENS provides customs authorities with advance cargo information, allowing for risk assessments to be conducted before goods reach UK ports. The measure is part of the UK’s wider Border Target Operating Model (BTOM), designed to implement more effective and streamlined customs processes.
