The Estates Professional Services Framework is now live!

We are pleased to announce that the much-anticipated LUPC-led Estates Professional Services Framework (EFM5099 LU) is now live and available for use by UKUPC members.

This framework was procured under the Competitive Flexible Procedure in accordance with the Procurement Act 2023. It provides access to a broad range of specialist estates and property consultancy expertise, enabling members to source services across the full property lifecycle, from strategic planning and design through to delivery and asset management.

Who can access

The framework is available for use by all UKUPC members:

LUPC, APUC, HEPCW, NEUPC, NWUPC, SUPC, TUCO and TEC member organisations

  

Lot structure

The framework is structured across 7 Lots:

  • Lot 1: Lead Contractor
  • Lot 2: Project Management
  • Lot 3: Quantity Surveying Services
  • Lot 4: Structural Engineering Services
  • Lot 5: MEP Services
  • Lot 6: Planning Consultancy
  • Lot 7: Architectural Services Lot withdrawn from framework, for consideration at a later date. 
  • Lot 8: Fire Safety Services

What are the benefits of using this framework? 

  • Flexibility to accommodate projects of varying size, complexity and scope, making the Framework suitable for both routine estates requirements and complex strategic programmes. 
  • Increased competition at call-off stage, helping drive best value outcomes while encouraging suppliers to tailor their proposals to specific project needs. 
  • Heritage-focused differentiation, with specialist capability to support the conservation, restoration and enhancement of historic and heritage assets, ensuring members can secure professional expertise tailored to complex heritage environments.
  • Enhanced project outcomes through bespoke procurement, as further competitions allow members to evaluate suppliers against project-specific criteria, including heritage considerations, sustainability objectives and social value commitments.  
  • Encourages innovation and continuous improvement, enabling suppliers to differentiate their proposals through technical expertise, sustainable solutions and heritage-led approaches. 
  • Improved stakeholder confidence, as projects are procured through a transparent and auditable framework designed to deliver quality, value and compliance.

  • Supports members’ net-zero and ESG objectives, providing access to suppliers with the skills and experience required to deliver sustainable estates strategies, decarbonisation programmes and resilient building solutions. 
  • Delivers social value and community benefits, supporting local economic growth, skills development, sustainable practices and the preservation of heritage assets for future generations. 
  • All suppliers have committed to the Sustain Code of Conduct
  • At call-off stage, members are supported through example KPIs and performance measures included in the framework templates, allowing locally relevant outcomes to be defined in line with your organisation’s priorities.

How do I call off? Call-offs are awarded by running a Further Competition enabling members to refine project-specific requirements and achieve the optimum balance of quality, innovation and value for money for each further competition.
