The new eMarketplace for Facilitating Tailend Spend (PA23) Framework is now available!
The NWUPC Team are delighted to announce the launch of the new eMarketplace for Facilitating Tailend Spend (PA23) to NWUPC members, providing a compliant procurement route for managing low-value, non-contracted purchases.
Awarded following a Competitive Flexible Process under the Procurement Act 2023, the framework has been awarded to Amazon Business EU SARL and is available to members across all UK university purchasing consortia.
Designed to help institutions streamline tail-end spend, the framework offers a web-based eMarketplace solution that supports procurement compliance while improving visibility, control and efficiency.

Key benefits include:
- A compliant route for low-value purchases not covered by existing contracts.
- Greater visibility and control over organisational spend.
- Customisable approval workflows and purchasing controls.
- Detailed reporting and analytics, including sustainability-related spend data on request.
- Access to millions of products through a single procurement route.
- Flexible account options to meet your organisation’s requirements.
The framework complements existing procurement strategies by reducing the administrative burden associated with managing tail-end spend while helping institutions maintain value for money.
The framework is available from 5th June 2026 to 4th June 2030 and is open to members of NWUPC, NEUPC, SUPC, APUC, HEPCW, LUPC and CPC.
